The BLK program “21” was launched by the German Government in 1999 with a view to systematically testing education for sustainable development in general schools. Opening up of school, for example in the municipalities or in the form of sustainable student companies, played a major role.

With Transfer-21 (from August 2004 to July 2008), education for sustainable development in general schools could be widely spread and anchored. Players were comprehensively and systematically further qualified in a two-years multiplier program http://www.transfer-21.de/
